As a part of the Foundation Skills Workforce Development Project, consultation for Scoping a Foundation Skills Professional Standards Framework took place in September/October 2013 with practitioners currently working in foundation skills to:
- explore options for developing professional standards
- define and strengthen the identity of the field
- advance the status and standing of the profession.
More than 240 individuals participated in the national consultation process and 33 written responses to the Discussion Paper were received from a cross section of providers, peak bodies, professional associations and STAs. The responses received represented a diversity of views from the language, literacy and numeracy field.
Participants expressed interest in the development of a professional standards framework and raised some key issues that will need to be further explored.
Significant findings from the scoping process include:
- The need to identify qualifications that provide appropriate skills and knowledge to deliver a range of foundation skills programs and support models.
- Recognition that any future framework model should include experience and continuing professional development options to describe practitioner capability.
- Support for further development of a model that defines the specialisation of LLN trainers.
- Acceptance of the need for a multidisciplinary team approach to deliver of foundation skills and support for the development of a set of best practice guidelines.
- The need for further exploration of current practices in place that support the delivery of foundation skills to diverse learner groups.
Through the FSWD Project Steering Committee, Australian governments are considering the findings of the report along with the recommendations for future progress.
